“with side pannier mounts” = There will be fixed pannier mounts attached to the arch (legs) of the AeroPack, allowing you to add side panniers
“without side pannier mounts” = The arch (legs) of the AeroPack will be smooth and without fixed mounts, you will not be able to add side panniers.
